On the morning of May 24, 1990, 60-year-old Elvin Cecil Hodge left his residence on Central Avenue in Chattanooga, Tennessee. It was approximately 8:00 a.m. when he set out on foot, intending to pay some bills. Mr. Hodge, who did not drive, was known to utilize the city's bus system to get around. Due to arthritis that had crippled his left leg, he relied on a cane to walk. He was reportedly heading toward Rossville Boulevard.
