On the morning of May 24, 1990, 60-year-old Elvin Cecil Hodge left his residence on Central Avenue in Chattanooga, Tennessee. It was approximately 8:00 a.m. when he set out on foot, intending to pay some bills. Mr. Hodge, who did not drive, was known to utilize the city's bus system to get around.
