Robert DeClements, a 51-year-old White man, was in Hammond, Indiana, on Sunday, March 20, 2016, when violence erupted around him without warning. Just before 1 p.m., police found him inside a vehicle in the 1000 block of Becker Street with a gunshot wound to the head.
