In November 2017, the Indianapolis community was shaken by the violent death of 39-year-old Hispanic male Nemesio Garcia, also identified in records as Nemecio Garcia Mondragon. Born in Ciudad Hidalgo, Michoac�n, Mexico, to parents Moises Garcia Segura and Maria Mondragon Soto, he had established a life in Indianapolis where he was raising a family. He was a husband to Elva Vega Alcala and a father to three children, Maria Guadalupe, Jose Moises, and Oscar Fernando.
