On the evening of May 4, 2021, a Black/African American man named Chaquan Jones, age 33, was with two other men on Norwich Street in Hartford, Connecticut. Around 6:20 p.m., some of the men noticed an argument between a male and a female and one of them called out for the man to stop hitting the woman. The man involved in the dispute, later identified as Joshua Rodriguez, retorted, �You don't want any part of this,� and then made a phone call to another man, Lamont Fields.
