Lamare Kiser, a 44-year-old Black man, was killed during the early morning hours of May 3, 2017, inside his home at the Alder Park Apartments in Dover, Delaware. At approximately 2:35 a.m., numerous callers contacted 911 to report that someone had been shot inside Building B of the apartment complex at 51 Webbs Lane. Delaware State Police troopers, Dover police officers and emergency medical personnel rushed to the property, where they found Kiser unresponsive in his apartment with multiple guns ...
