Tommy Ramos, a 20-year-old Hispanic/Latino male also identified in obituary records as Tommy Joshua Ramos Torres, died on November 23, 2021, after a late-night shooting in Wilmington, Delaware. He was from Dover and had grown up in the Dover area after being born in Bayshore, New York.
