Raymond E. �Lil Ray� Harris Jr., a 21-year-old Black male, was fatally shot on June 6, 2014, on Milwaukee�s near north side. Shortly after 9 p.m., as friends returned from a nearby store at North 16th Street and West North Avenue, gunfire erupted from passing vehicles in what witnesses described as a drive-by.
