In the early hours of a Tuesday morning in August 2011, the life of a young Philadelphia man was cut short by a sudden act of violence. Landis Carter, a 25-year-old Black male, was shot and killed while sitting in his car at the Plaza Towers Apartments on the 2300 block of Tremont Street.
