In the final moments of a Thursday night in Philadelphia, tragedy befell 51-year-old Kevin Welburn. It was just before midnight on February 5, 2015, when Philadelphia Police Officers were called to the 1400 block of South Paxon Street, where they found Welburn suffering from multiple gunshot wounds.
