In the early evening of Tuesday, December 15, 2015, a sense of tragic normalcy was shattered on the 5700 block of Warrington Avenue in Philadelphia. It was there, at approximately 5:18 p.m., that police responded to a call and discovered 19-year-old Docminque Waugh, a Black male, lying on the sidewalk. He had been shot in the back and abdomen in what investigators would later determine was a robbery.
