In the early afternoon of a late June day, a young life was abruptly ended on a Philadelphia street. Eighteen-year-old Francisco Rodriguez, a Hispanic male, was found lying on the ground in the 3100 block of E Street in the Kensington neighborhood. It was shortly after noon on June 30, 2016, when Philadelphia Police officers responded to a report of a shooting. Upon their arrival, they discovered Rodriguez was unresponsive.
