In the early morning hours of December 16, 2007, a sense of grim familiarity descended upon the streets of Baltimore. Jamal Owen Rowlett, a 20-year-old Black male, became another life cut short by violence in the city. He was discovered at approximately 4 a.m. in the 1800 block of North Charles Street, having sustained a fatal gunshot wound. The young man, known affectionately to some as �Mal,� was rushed to Johns Hopkins Hospital, but his injuries proved too severe, and he was pronounced dead.
