Carlos Rubio, an 18-year-old Latino, was tragically shot to death on September 30, 2016, in the South Park neighborhood of Los Angeles, California. According to the Los Angeles County coroner�s records, the incident occurred around 2 a.m. while Rubio was walking west on East 49th Street.
