In the early hours of a chilly Friday, March 3, 1989, a dedicated 25-year-old New York City Police Officer, Robert E. Machate, a white male, was patrolling the Flatbush section of Brooklyn. Working with the Brooklyn South Task Force Anti-Crime Unit, he and his partner were in plainclothes when they observed a vehicle with two men acting suspiciously. The officers decided to stop the car and question the occupants.
