Fernando Cristobal Ortiz, a 36-year-old man, was last seen on May 2, 2016, in Porterville, California. On that day, he was arrested by the Tulare County Sheriff's Department for being under the influence of a controlled substance. During his arrest, Ortiz mentioned to officers that he intended to leave Porterville and return to his family in Los Mochis, Sinaloa, Mexico.
