Steven R. Cloyd was a 60-year-old man who was last seen on September 27, 2024, near his home in the 200 block of Charlie Carson Road in Jonesborough, Washington County, Tennessee. That day, the remnants of Hurricane Helene brought catastrophic flooding to the region, causing the Nolichucky River and surrounding waterways to rise with extraordinary speed and force.
