In the small city of Fulton, Illinois, the life of 51-year-old Cynthia 'Cindy' Wilkins was one of quiet dedication to her community and her own personal growth. By 2004, she was known as a substitute teacher in the local school system and was also pursuing a master's degree in education from Northern Illinois University in DeKalb.
