In the summer of 2009, a 22-year-old woman named Winter Angel Rose Parks was navigating a difficult period in her life in Tulsa, Oklahoma. On July 29th of that year, she had contact with the Tulsa Police Department and also spoke with her mother. This would be the last confirmed communication anyone had with Winter.
